A statement of the US-based Terra Global Capital said yesterday that this organization and Cambodia had signed an agreement about a project which intends to conserve 60,000 hectares of forest and solve problems for the local people who are cutting down trees to create charcoal to earn their living.

The statement added that this project will be implemented in Oddar Meanchey and it is expected to continue over a period of 30 years. It is the first Reduced Emissions from Deforestation and Degradation project in Cambodia.

The statement continued that Terra Global Capital had signed an agreement with the Cambodian Forestry Administration to deal with the [international] marketing of carbon credits for the forest which is being maintained by people. This organization will develop a method to measure and monitor the carbon dioxide locked away from the air by the conserved forest in that area, where the rate of deforestation was 3% between 2002 and 2006. This organization creates nine groups of forest communities comprising more than 50 villagers who join to conserve the forest to avoid the cutting down of trees to produce and sell carbon offset credits that will assist all people of that area.

The director of Community Forestry International, Mr. Mark Poffenberger, who initiated this project said, ‘The success of the Oddar Meanchey project opens the door to long-term financing for Cambodia’s national community forestry program, which could eventually encompass and protect over 2 million hectares of forest.’ The plan in Cambodia is under a project supported by the United Nations called Reduced Emissions from Deforestation and Degradation, which aims to help developing countries to conserve their forests.”

The chief representative of the Japan International Cooperation Agency (JICA) Cambodia Office stated that this was the first time that JICA and the Korea International Cooperation Agency (KOICA) Cambodia Office signed on the memorandum of understanding (MOU) to implement the JICA-KOICA Joint Program for the Rehabilitation of Irrigation System and Rural Community Development with the total cost of approximately 300,000 U.S dollars co-financed by JICA and KOICA. The main factor was focus on the improvement of water resources infrastructure and building of the capacity of the farmers for effective water management through trainings and the support to the establishment of Farmer Water Users Community (FWUC).

PHNOM PENH (Xinhua) – The Asian Development Bank (ADB) will provide $59.4 million to Cambodia for its infrastructure improvement, trade crossing border and deals on the global financial crisis, an official said today.

“The budget will be used for improving the irrigation system, agriculture products and public infrastructures,” Ieng Sophalet, spokesman to Prime Minister Hun Sen told reporters after the talks between Prime Minister Hun Sen and Vice-President of ADB Lawrence Greenwoods at the Cambodian Foreign Ministry.

“It also will facilitate the trade crossing border among the Great Mekong Sub-Region and deals on the global crisis,” he added.

“The budget project will be implemented for the next two years from now,” he said, adding that it is an additional budget from the ADB after it agreed to provide 194 million U.S. dollars for the next two years.

According to a statement from the ADB, resources are provided in the form of concessional loans and grants to low-income DMCs with limited debt repayment capacity for developing member countries.

The Japanese government on Monday provided US$21.4 million in aid to Cambodia for three projects. Foreign Affairs Minister Hor Namhong told reporters that the money would fund the improvement of an irrigation project in Kampong Speu province, the construction of 96 classrooms at seven primary schools in Phnom Penh and the restructuring of the government to reduce poverty. “Since 1993, Japan has provided US$177 million for infrastructure development,” Hor Namhong said. “Japan remains a major donor country for Cambodia.”

Korea Overseas Volunteers Is Still Actively Moving Forward in 2009, Even Though World Economic Crisis

Phnom Penh, Cambodia, May 27, 2009: Even though worldwide economic crisis, the Republic of Korea still maintains the position to support the Kingdom of Cambodia that is one of the main development partners through Korea International Cooperation Agency (KOICA) office in Cambodia.

Korea Overseas Volunteers Program (KOVs), one of KOICA development schemes for partner countries, has been encouraging the social and human resource development between the two countries.

According to news release of KOICA office in Cambodia, KOICA has recently dispatched 16 KOVs, 12 females, who will start their work on May 29, 2009. The KOVs were dispatched through 4 ministries: Ministry of Education, Ministry of Labor and Vocational Training, Ministry of Health and Ministry of Rural Development to work at local communities and certain governmental institutions in Phnom Penh city and other provinces like Koh Kong, Takeo, Prey Veng, Svay Rieng, Kampong Cham, Battambang, Kampong Chhnang, and Kampot.

Korea Overseas Volunteers (KOVs) is a program of the government of The Republic of Korean, through which Korean nationals have been sending to partner countries to share expertise, knowledge, and experience in various sectors in order to make practical contributions to socio-economic development. Not only to provide human resource support to governmental organization, most KOVs also implement organizational development activities by conducting need assessment of thier host organization or target areas and propose the project proposal to KOICA.

The same news release added that Since the start of KOVs program in Cambodia in 2003, 22 groups of KOVs with 173 volunteers were dispatched to several government institutions in 16 provinces and city. For 2009, around 40 KOVs were planned to come to Cambodia to work mainly on rural development, lower level of educations, and health service sector at community level in the more remote provinces in the hope that KOVs have direct contact and provide directs support local people.

With their skills and mission, the 16 volunteers as well as the other volunteers who are working actively in Cambodia are playing role as the important catalysts to contribute to Korea’s grant aid program and assistances for socio-economic development in Cambodia through encouraging the exchange of human resources and strengthening the impact of Korea’s foreign aid, and enhancing mutual understanding between the two countries.
