Japan gives $750,000 to demine Battambang

The Japanese government has granted $744,052 to Japan Mine Action Service to support community-based demining in Battambang province’s Karieng district, the Japanese embassy said in a press release on July 22.
“Cambodian Mine Action Centre (CMAC) received $312,300 of the grant for three small platoons of 90 soldiers for one-year mine clearing in Taseng commune, Kamrieng district, in Battambang province,” said Khem Sophoan, director general of CMAC.
The project will benefit over 5,000 villagers by alleviating the threat of mines in the area and by bringing about community development activities once the mines are cleared, the embassy said. After decades of civil war, Cambodia remains littered with an estimated 10 million landmines. “It is anticipated that Cambodia will be cleared of landmines by 2020,” said Khem Sophoan.
“Since 2003, CMAC has cleared about 213 square kilometers of landmines, mostly in western Cambodia and especially in Battambang, one of the most heavily mine affected provinces in Cambodia,” Khem Sophoan said.
“The death rate caused by mines has dropped remarkably from about 1,600 people in 1999 to 352 in 2007 and 170 in the first six months of 2008,” she added.

Hun Sen asks South Korea for more aid

Prime Minister Hun Sen met with the director of South Korea’s national aid agency on July 18 to solicit further assistance, particularly in infrastructure development. The premier asked Park Dae Won for his country’s help in bankrolling four major projects, including road repairs, and dam and bridge construction, according to Kim Byung Gwan, a representative of the Korea International Cooperation Agency (KOICA). Park said he hoped he could help. Cambodia is the second highest recipient of South Korean foreign aid, having enjoyed more than $18 million since 2003.

Brief News:
Samdech Akkak Moha Sena Padei Tchor Hun Sen, Prime Minister of the Kingdom of Cambodia permitted Mr. Park Dae Won, President of KOICA to have official meeting on July 18, 2008 at Ta Khmao Town, Kandal Province.
During the meeting, Mr. Park Dae Won has congratulated to Cambodia listing of Preah Vihear temple as a UN Educational, Scientific and Cultural Organization’s (UNESCO) World Heritage site. He also suggested Samdech Hun Sen to create co-committee for taking the Korea Official Development Assistance (ODA), Peace Keeping Operations (PKO) and Korean Concessional Loan to the develop of Cambodia.
He also confirmed that KOICA will increase its official Development Assistance (ODA) as well as to actively participate in the Peace Keeping Operations (PKO) and concessional loan to Cambodia.
Samdech Tchor also suggests Korea, especially in the mandate of President Lee Myung-bak, to assist Cambodia on some projects such as project for construction of fresh water system in Siem Reap, Road No. 33-31 and 117 rehabilitation, project for construction of multiple purpose dam in Battambang province and construction projects of some bridges along Cambodian National roads.
Regarding this suggestion, Mr. Park would accept those projects and he would promise to deliver that suggestion to the Korean President when he returned back to Korea on July 24, 2008.

Kampong Cham: The Korea International Cooperation Agency (KOICA) of the Republic of Korea helps constructing over 14 km road and flood control dam for people in Chea Lea and Sambo communes to do farming two times per year.
Mr. Hor Namhong, Director of Batheay District Central Project and the Kampong Cham province congressman, and Mr. Park Dae Won, President of KOICA of the Republic of Korea went to visit the road conduction in Chea Lea and Sambo communes, Batheay district on July 17, 2008.
Mr. Park Dae Won told the village people that the situation in Chea Lea and Sambo communes was similar to his country last 30 years. Therefore, he decided to develop Cambodia.
Mr. Park Dae Won also said that when he has appointed as KOICA president, he selected Cambodia as the first priority visit. He believed that it was a valuable opportunity to revitalize and further promote the cooperation relationship between Cambodia and Korea.
According to the statement of Mr. Hor Namhong, KOICA has spent millions US dollars for road construction and channels in Chea Lea and Sambo communes.
Furthermore, all big channels could make people easy in doing their farming two times per year. In the past, people did not have enough water to do farming, but when this construction finished successfully we could do farming two times per year.
After meeting village people, Mr. Park Dae Won and Mr. Hor Namhong went to visit the road. They confirmed that the road was constructed in short time but good quality.
In addition, KOICA president would provide more support if there were more need.

Flood Control Project in Batheay District was Established

Batheay, Kampong Cham: Under the effort of Deputy Prime Minister Hor Namhong as Minister of Foreign Affairs and International Cooperation and as the central project director of Cambodian People Party (CPP), he has assisted Batheay district to round up the grant aid from development partner. Therefore, the flood control project was established in Batheay district. The construction was finished nearly fifty percent.
Mr. Hor Namhong, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, and Mr. Park Dae Won, President of the Korean International Cooperation Agency (KOICA) of the Republic of Korea went to visit the project on July 17, 2008. That project was supported by KOICA.
Mr. Yin Kim Horn, Batheay District Governor informed that that flood control project was over 14 km long. It started from Baek Peang village in Chea Lea commune to Sambo village in Sombo commune. The Advantage of this flood control project was as follows: 1- using as a dam for protecting flood 2- using as road transportation of agricultural product 3- helping people to increase their food product by making their rice field with thousand hectare of rice filed in Sambo commune and Chealea commune and other communes in Batheay district.
In front of hundred people who participated in the ceremony, Deputy Prime Minister Hor Namhong said that this flood control project was implemented two phases. First phase, we spend US$ 1,529,880 to construct dam and eight channels. The dam could keep the water to do farming around 3000 to 4500 hectare of rice field. The first phase would be finished soon. The second phase, we spend US$ 1,252,836 to improve dam quality and construct other 7 channels of 61 km long which could keep water to do farming around 800 hectare of rice field.
Deputy Prime Minister Hor Namhong also went on to say that when we successfully implemented this project, the villagers around 5,650 families or 30,000 people in these two communes could farm their rice field two or tree times per year and rice output will be increased twice.
At that time, Deputy Prime Minister Hor Namhong has informed the Policy Strategy of the Royal Government under wise leadership of Samdech Akkak Moha Sena Padei Tchor Hun Sen. Samdech would develop country and reduce Cambodian people poverty. He [Hor Namhong] also informed that people poverty reduction strategy of the royal government of Cambodia was focus on the priority work such as establishment of hydraulic system in the nationwide as we could see in Batheay district.
Mr. Park Dae Won stated to the village people with smiling and delighted face that he selected Cambodia for his first visit since he appointed as president of the Korea International Cooperation Agency (KOICA). He went on to say that he was very delighted to meet people on the project site of flood control dam.
Mr. Park Dae Won told the village people that the situation in Cambodia was similar to his country last 30 years. He went on to say that “In the name of KOICA, I will assist to develop the villages in Batheay district and continue to assist the nationwide of Cambodia”.
Mr. Noy Thy, 44 years old, living in Chong village of Sambo commune, has informed that “I am very delighted with the royal government of Cambodia. H.E. Hor Namhong tries to find grant aid to develop our villages. I deeply hope that H.E. Hor Namhong as well as royal government of Cambodia will assist to develop our villages”.
Showing his happiness and congratulation on the achievement, Mr. Yim Yorn, 71 years old, living in Baek Peang village of Chea Lea commune stated that “through these channels and flood control dam, our villagers will have enough water for their farming. In the past, we do our farming according the sky. The situation is very difficult. It is sometimes drought or rain. I am very happy. H.E. Hor Namhong and our royal government could help our people to have good living in this farming”.
Mr. Yim Yorn also showed his convincement that “the government policy of Cambodia with Samdech Hun Sen as leader, he is leading the country to the right way”

Ta Khmao, Kandal: The Korea International Cooperation Agency (KOICA) has suggested Cambodia to creat one co-committee for taking the Korea Official Development Assistance (ODA), Peace Keeping Operations (PKO) and Korean Concessional Loan to the develop of Cambodia.
Mr. Park Dae Won, president of KOICA has suggested Samdech Akkak Moha Sena Padei Tchor Hun Sen, Prime Minister of the Kingdom of Cambodia during the official meeting on July 18, 2008 at Ta Khmao Town, Kandal Province.
Mr. Eang Sophallette, spokesman of the meeting, informed that the official visit of Mr. Park Dae Won to the Kingdom of Cambodia was to visit all projects which were supported by Korea to Cambodia. Those projects were being implemented.
Mr. Park Dae Won said that he has checked KOICA grant aid. Then, he told the Cambodian people that KOICA will continue to provide grant aid to Cambodia, especially on agricultural development field.
Mr. Park also informed Samdech Tchor that Korean government will increase its official Development Assistance (ODA) as well as to actively participate in the Peace Keeping Operations (PKO) and concessional loan to Cambodia. In this context, KOICA suggested Cambodia to create co-committee between KOICA and Cambodia for taking grant aid.
In replying, Samdech Tchor Hun Sen has accepted this suggestion and he would thank to the Korean government and its people, especially to the Korea International Cooperation Agency (KOICA) that always supports to develop Cambodia. Samdech Tchor also suggests to Korea, especially in the mandate of President Lee Myung-bak, Korea should assist Cambodia on some projects such as project for construction of fresh water system in Siem Reap, Road No. 33-31 and 117 rehabilitation, project for construction of multiple purpose dam in Battambang province and construction projects of some bridges along Cambodian National roads.

World Bank Granted US$30 Million to Cambodia to Support Big Health Projects

Phnom Penh: The Ministry of Economy and Finance released information that the World Bank has provided a credit of approximately US$30 million to the Royal Government of Cambodia to support the Second Health Sector Support Program [HSSP2], which is a project to promote the health care of Cambodian people, especially it focuses on the health of women, of children, and of the poor.
Senior Minister and the Minister of Economy and Finance, Mr. Keat Chhon, representing Cambodia, signed an agreement to accept the credit with Mr. Ian Porter, Country Director of the World Bank for Cambodia, on Thursday evening [17 June 2008] at the Ministry of Finance.
According to an announcement of the Ministry of Economy and Finance, the project to support the HSSP2 of the Royal Government of Cambodia will be implemented for a period of five years, and up to US$130 million will be spent in total. Now, the World Bank agreed to provide US$30 million, the Australian Agency for International Development [AusAID] granted US$30 million as grant aid, the Department for International Development [DFID] of Britain granted US$50, and the Royal Government of Cambodia contributes US$20 million.
Senior Minister Keat Chhon said during the signing ceremony that this project aims to support the health strategies of the Royal Government, to promote accesses to, and to receive and to use efficient and qualified health services. He added that the project will be organized following a new mechanism by transferring and by supplying primary health services from non-government organizations to health staff at lower national levels.
He continued that this project has been created to support the implementation of the 2008 to 2015 health strategic plan of the Royal Government, specifically; this project will contribute to help the Cambodian government to achieve the Millennium Development Goals in the health sector.
The three Millennium Development Goals in the health sector are (among eight goals):
4.Reduce child mortality
5.Improve maternal health
6.Combat HIV/AIDS, malaria, and other diseases
Prof. Eng Huot, Secretary of State of the Ministry of Health, said that over the past decade, the health of Cambodian citizens is improving significantly. The life expectation of men increased from 52 to 58 years, and for women from 56 to 64 years; infant and child mortality declined, and the HIV/AIDS epidemic has been arrested.
He added that Cambodia still faces several big problems – the maternity death rate is high, the improvement of the malnutrition situation is slow, health services are expensive, health care is not qualified yet, and accidents and noninfectious diseases increase. He went on to say that now, because of the support through the credit granted by the World Bank and by many other development partners, we expect that these major problems will be reduced.
Also, Mr. Ian Porter said that the World Bank has been involved to promote the health sector in Cambodia since 1996 through two projects: one project to get rid of infectious diseases, and another project to support the health sector. He continued that the Bank is very pleased to see the HSSP2 off the ground, in line with the Country Assistance Strategy for Cambodia.
