The Japan International Cooperation Agency Helps to Survey on Master Plan for Mine Resources in Cambodia

Phnom Penh: The Ministry of Industry, Mines, and Energy of Cambodia and the Japan International Cooperation Agency (JICA) signed a term of reference (ToR) on the implementation of Master Plan to improve mine exploitation and the min industries in the Kingdom of Cambodia.

 

 

The signatures were made by Mr. Suy Sem, Minister of the Ministry of Industry, Mines, and Energy and by Mr. Kazuhiro Yoneda, Resident Representative of JICA, on the evening of May 26 at the ministry’s office.

 

 

Mr. Sok Leng, Director General of Mine Resources Department, Ministry of Industry, Mines, and Energy, mentioned that the survey focuses on a clear joint overview to improve the exploitation and the development of mine resources, which includes the creation of strategies for the exploitation and for the development of mine, mine exploitation taxes, the transfers of techniques, and the development of human resources. The survey will be started in late 2008 and will be finished in early 2011. It will take thirty months.

 

 

Mr. Sok Leng said that work to be implemented is first, to check the current situation of the mine sector; second, to improve the information data on mine geology which exist on 1:200,000 and 1:100,000 maps; third, to increase investment in the mine sector; fourth, to create a storage for GIS (Geographic Information System) data of the information on the geology and on the areas where mine exist; fifth, to create a website for making the information available publicly; sixth, to send officials to be trained inside and outside of the country, and seventh, to transfer this knowledge to Cambodian officials through the implementation of this project.

 

 

Mr. Kazuhiro Yoneda said that the JICA sees the development of the private sector as a priority to develop, in order to improve investment. Recently, the international need for mine is growing; and Cambodia is known as a country with a potential of mine which attracts other countries. He added that the survey does not only focus on action plans to improve investment, institutional reforms, the development of human resources, and the preservation of the environment in mine exploitation, but it also focuses on the creation of a GIS system and the development of basic guide and introductory books on mines. JICA hopes that after the project has been implemented, the Ministry will develop its capability and then can strengthen its own work in developing mine exploitation.

 

 

Mr. Suy Sem, Minister of Industry, Mines, and Energy said that now, through signing this agreement, Japan starts to provide Cambodia with grant aid and a new cooperation in the field of mine management and mine development in Cambodian. It is the first time for Cambodia that the min field receives technical assistance from Japan through JICA.

 

 

Mr. Katsuhiro Shinohara, Japanese Ambassador to Cambodia, also attended the signing ceremony.





More Korea Overseas Volunteers Arrived in Cambodia

Phnom Penh: 14 Korea Overseas Volunteers, 7 males and 7 females, have been dispatching to work in Cambodia. 9 of the 14 volunteers have already arrived in Cambodia on May 20, 2008 and other 5 will arrive on May 26, 2008. They will play role as human resource assistants to requesting institutions of the government of Cambodia for 2 years from 2008 to 2010.

According the Press Release of the Korea International Cooperation Agency (KOICA) announced that, for the year of 2008, this is the first group of KOVs who are sent to work in different sector like health, arts, Korean language education, tourism, sport, electronic and computer. The host organizations of the volunteers are Calmette Hospital and Institute of Foreign Language in Phnom Penh, primary school in Kratie and Pursat, provincial teacher training center in Kampong Cham and Siem Reap, National University of Management in Battambang, referral hospital in Kampong Chhnang, Provincial Teacher Training in Kampong Cham and Siem Reap.

Korea Overseas Volunteers (KOVs) is a program of the government of The Republic of Korean, through which Korean nationals have been sending to partner countries to share expertise, knowledge, and experience in various sectors in order to make practical contributions to their socio-economic development. Since the start of KOVs program in Cambodia in 2003 144 KOVs, including these 14 volunteer, were dispatched to several government institutions in such field as education, health, rural development, information & communication technology, arts, agriculture, tourism so on and so forth.

With their skills and mission, the 14 volunteers as well as the existing volunteers who are working actively in Cambodia are playing role as the important catalysts who are contributing to Korea’s grant aid program and assistances for socio-economic development in Cambodia through encouraging the exchange of human resources and strengthening the impact of Korea’s foreign aid, as well as enhancing mutual understanding between the two countries.

Cambodia receives US$11 million for fight against bird flu

A group of international donors yesterday promised Cambodia US$11 million in aid to minimize threats from avian influenza and prepare the Kingdom’s health systems to deal with a possible outbreak, according to a statement from the World Bank (WB).

 

The WB’s International Development Association (IDA) donated US$6 million, the government of Japan US$ 3 million and the European Commission and eight other donors contributed $2 million, the statement added.

 

The grants will support the government’s Avian and Human Influenza Control and Preparedness Emergency Project (AHICPEP), a three-year project hoped to complement Cambodia’s Comprehensive Avian and Human Influenza National Plan.

 

AHICPEP aims to help the government contain the spread of the H5N1 virus; reduce losses among commercial and backyard poultry growers; limit damage to the poultry industry; diminish the viral load in the environment; and prevent or limit human illness as well as mortality, added the WB statement.

 

“The improvements that the Cambodian government will be able to make in its veterinary and public health services should serve to protect the population not only against avian influenza, but also against other potential health threats,” said Daniel Costa Llobet, first secretary of the delegation of the European Commission to Cambodia,

 

“The project will play an important role in minimizing the threat that H5N1 poses to human beings as well as the poultry sector in Cambodia,” said Japanese Ambassador Katsuhiro Shinohara.

Phnom Penh: Korea International Cooperation Agency (KOICA) provided US$ 33,926 worth of medical equipments to anesthesiology recovery ward in Calmette Hospital on May 2, 2008.

 

Mr. Kim Byung-gwan, Representative of KOICA said that medical equipments that provided to anesthesiology recovery ward in Calmette Hospital were worth US$ 33,926.

 

Prof. Heng Tay Kry, Secretary of State of the Ministry of Health and Director of Calmette Hosptial expressed his deep thanks to Mr. Kim Byung-gwan and staff members whose always support and provide medical treatment to patients in this Calmette Hospital. “This is a humanitarian concern of KOICA which we would remember and we would never forget”.

 

Prof. Heng Tay Kry also reminded that this time was the second time that KOICA has provided medical equipments to Calmette Hospital.

 

He [Prof. Heng Tay Kry] informed that KOICA had provided medical equipments such as Spiro meter and has dispatched volunteers to work in this hospital for many years.

 

Prof. Heng Tay Kry went on to say that this generous donation of KOICA could assist in helping Calmette Hospital much more effective on anesthesiology recovery ward

The governmental aid agencies of the US and UK have begun a new health program that seeks to reduce the spread of HIV through 100 percent condom use.

 

The project will provide $27 million to Population Services International over five years to help fight the spread of the disease.

 

Mam Bunheng, secretary of state for the Ministry of Health, said the funds will help the government in its fight against HIV and AIDS.

 

A national survey released last week showed an increase in condom use in Cambodia: 99 percent for direct sex workers and 83 percent for indirect sex workers.
