U.S. provide anti-terrorism training for Cambodians forces

The United States’ Marine Corps personnel here on Tuesday started to provide anti-terrorism training for Cambodia’s National Counter Terrorism Task Force (NCTTF).

“The training will enhance NCTTF’s ability to conduct sustained counter terrorism training as well as participate in future U.S. and partner nation’s military exchange programs,” said a press release from the U.S. Embassy.

U.S. Marines from the 31st Marine Expeditionary Unit, stationed aboard the amphibious assault ship USS Essex which arrived in port city Sihanoukville on Monday morning, will train NCTTF members on field medical operation, marksmanship, leadership development and hand-to-hand combat, it added.

“We will exchange ideas of fighting terrorism and develop counter terrorism capabilities for both countries,” said captain Zachary Martin, who taught his first lesson for the Cambodian soldiers on Tuesday afternoon in NCTTF’s camp near the Phnom Penh International Airport.

During its six-day stay in the kingdom, the USS Essex is due to carry out medical, military and civic engineering missions in Kampong Cham, Preah Vihear, Kampong Chhnang, Phnom Penh as well as Sihanoukville.

The 844-foot long, 44,000-ton vessel, originally based in Sasebo, Japan, is capable of transporting, deploying, commanding and supporting all elements of marine landing force of over 2,000 troops during an assault by air and amphibious craft.

Essex has been the second U.S. military ship that visited Cambodia this year. In February, the USS Gary guided missile frigate visited the kingdom and carried out civic mission in several provinces.

ADB extends 27.1 mln usd grant to enhance secondary education in Cambodia

28 11 2007

(AFX UK Focus) 2007-11-27 10:13 GMT:
MUMBAI (Thomson Financial) – The Asian Development Bank (ADB) said it is extending a 27.1 mln usd grant to help improve the quality of secondary education in Cambodia through institutional reforms, teacher training and improving facilities.

The project is estimated to cost 33.38 mln usd and the government of Cambodia will cover the balance.

The project involves enhancing the capacity of the government’s ministry of education, youth and sport in planning, managing, administering and regulating the education system of the country.

Teacher training colleges will be provided with better facilities, while some 14,400 lower and upper secondary teachers will benefit from in-service training under the project. Around 300 upper secondary schools will also be assisted in school management, networking and improvement planning.

The project will also provide 350,000 upper secondary students with new textbooks and 7,000 upper secondary teachers with teachers’ guides.

The overall quality and efficiency of education in Cambodia remains a serious concern. Low enrolment rates at the secondary level and low percentage of students completing school indicate there are large numbers of young people outside the school system who may be unskilled and unemployable, the ADB said.

Within the education system, schools have poor physical infrastructure and inadequate learning materials, laboratories and libraries. Teachers are also poorly qualified and unmotivated. Limited resources hamper the ability of the government to make improvements and the poor performance of the education system wastes whatever limited resources are available, it added. The United States government will donate 74,000 U.S. dollars for two cultural preservation projects in Cambodia, said a statement from the U.S. Embassy here on Tuesday.

Some 44,000 U.S. dollars will go for heritage restoration work and the rest assist the Ministry of Culture and Fine Arts to secure collections of archaeological artifacts, it said.

Both sides will sign the agreement on Thursday at the Takeo Provincial Museum.

The grant is from the Ambassador’s Fund for Cultural Preservation, which was created by the U.S. Congress in 2001 in order to assist less developed countries in preserving museum collections, ancient and historic sites, and traditional forms of expression.

In 2007 the Ambassador’s Fund will support 57 cultural preservation projects in 54 countries.
